The official date of the Xbox update containing Facebook, Last.fm and Twitter is November 17th. We've known for some time now that the update was coming in November so I doubt yesterday's reveal of Facebook and Twitter on a PS3 has anything to do with the timing.

The beta of the features has been moving along well for several weeks now and they are worthy additions to XBLIVE but not game-changers. Certainly Sony's inclusion of the very same feautres (without Last.fm) points to popularity of the websites. At this point you can get Facebook and Twitter on just about anything. Phone, check. Computer, check. Gaming console, check. MP3 player, check.
